On May 28, 1918, the National Council of the Azerbaijan Democratic Republic declared independence for Azerbaijan by signing the Declaration of Independence, thus solidifying our people’s age-old state traditions. Over a short period of time, the first parliament and government of Azerbaijan were formed, state symbols were created, borders were defined, significant measures were taken for state building, important steps were taken to recognize the republic as a subject of international relations and to protect national interests on a diplomatic level. The laws enacted by the newly established parliament played a fundamental role in strengthening national independence, ensuring political, economic, and cultural development of the country, and affirming democratic principles. The Azerbaijan Democratic Republic, which lasted only 23 months, had a significant impact on shaping democratic traditions in the Muslim East. In accordance with Article 94, Part I, Section 1 of the Constitution of the Republic of Azerbaijan, and considering that the state independence of the Republic of Azerbaijan was declared on May 28, 1918 by the Declaration of Independence, and the state independence of the Republic of Azerbaijan was restored on October 18, 1991 by the Constitutional Act “On State Independence of the Republic of Azerbaijan”, the Milli Majlis of the Republic of Azerbaijan declared May 28th as Independence Day.
